I'm pretty new to the field so take what I say with a grain of salt, but I see it's been a while with no responses so I figured I'd try to at least get the conversation going for you.
Do you have a list of skills that you check when the consumer is traveling? The way our program is set up there is a set of skills and the trainee is evaluated every session on a scale of 0-3. 0 Means they needed full assistance with that skill and 3 meaning they needed no prompting/approval. Essentially when they reach independence in all areas they are ready to be considered for completion.
Our list includes things such as arriving at the stop on time, having money ready and paying the correct amount, appropriate behavior/interactions, crossing streets safely, etc. If you don't have anything and want some help setting one up let us know!
